The project work plan is composed of the following phases:

  1. Definition Phase (M1-M6). In the first 6 months of the project, the partners will define the perimeters and basic functionalities of the project’s post-2020 vision and determine the scope of GINI-SA. At the end of this Phase and WP1, a full description of the INDI conceptual model will be available.
  2. Requirements Phase (M7-M12). Within the INDI working model, GINI will specify the basic requirements for the post-2020 technology and infrastructure, thus making the INDI vision achievable. Through a set of milestones of WP2, WP3 and WP4 up to M12, requirements for technology, architecture, privacy, legal and regulatory environment will be specified.
  3. Synthetic Phase (M13-M18): Based on a synthesis of the specifications from the previous phase, GINI-SA will formulate three main outputs:
    • A suggestion for a regulatory framework enabling the emergence of a future operators market (WP3)
    • A research roadmap for the 2012-2020 period, coupled with a parallel roadmap for infrastructure implementation, forecasting how to bridge the gap between the current situation and the post-2020 vision (WP5)
    • A white paper with policy recommendations for decision makers, to enable an appropriate institutional framework required for the operation of the post-2020 vision (WP5).
  4. Recommendations phase (M19-M24): In the last 6 months of the project, GINI-SA will have at least an interim version of all the final outputs envisaged. The period will mainly be devoted to intense consultations with institutional, research, social and industrial stakeholders in order to get feedback on the forecasts and proposals, and help broker consensus on policy principles and priorities for research and implementation. This consultation process will be based on the community of interest and the overall framework for engagement and dissemination, which will be gradually activated from the outset of the project. After M18, it is expected that the project will have raised enough awareness and achieved enough recognition to be able to leave a visible impact footprint. At the end of this period, the final outputs of WP5 (roadmap, white paper) will have been revised according to the results of the last consultation period and the final version will be released at the end of the project.

The GINI-SA project consists of 7 Work packages (WP):

WP1: The GINI Conceptual Framework
WP leader: International Organisation for Knowledge Economy and Enterprise Development (IKED) - Sweden


Objectives:

  • To define the overall perimeter and scope of the project by describing the functional and architectural dimensions of the GINI vision for an Individualized Digital Identity (INDI) ecosystem for the post-2020 period
  • To assess the SoA in existing technologies, open source solutions and standardization efforts, as well as implementation initiatives for determining their relevance to the INDI ecosystem
  • To select a number of use cases that will be used as a basis for abstraction onto conceptual architecture requirements for INDI
  • To define architectural requirements for future INDI implementations and to assess the impact those requirements will have on existing and emerging infrastructure across the EU
  • To address the perceived gap between envisioned user-centric identity management functionality and current user experiences, by applying a systemic architectural approach leading to the definition and adoption of an INDI model as the future vision of GINI.

WP2: The Technology Dimension of the INDI Domain
WP leader: Fraunhofer Institute for Software and Systems Engineering (FhG/ISST) - Germany


Objectives:

  • Assessment of patterns and mechanisms for the issuance, management, linking and consumption of identity attributes
  • Definition of a logical outline of the INDI service framework
  • Definition of requirements on INDI service implementation, deployment and operation
  • Identification of technology-related research that is justifiably necessary to bridge the gap from current SoA to the envisioned INDI
  • Analysis of the technologies of trusted data sources, such as registers or existing trusted data service providers.

WP3: The Legal and Regulatory Dimension of the INDI Domain
WP leader: Katholieke Universiteit Leuven (KUL)- Belgium


Objectives:

  • Comparative analysis of the existing legal and regulatory frameworks at the EU and national domains in the sphere of digital identity management
  • Identification of legal gaps and inconsistencies that might impede certain aspects of flexible user-centric identity management models to be applicable, and analyze them with an outlook on future needs for policy intervention
  • Specification of legal parameters for the deployment of operator-driven infrastructure offering identity services in the context of the INDI ecosystem
  • Suggestion for a regulatory framework that will enable legally viable, privacy respecting and privacy enhancing provision of digital Identity Management services on a operator-driven infrastructure.

WP4: The Privacy Dimension of the INDI Domain
WP leader: Johann Wolfgang Goethe-Universität Frankfurt (GUF) - Germany


Objectives:

  • Formulation of a Privacy Policy Framework for the new set of user-centric services within the INDI domain, based on a different model of data provisioning where individuals provide the data on their own and at their discretion
  • Definition of privacy-related requirements for data handling, data sets and other data view requirements for an INDI architecture

WP5: Synthesis and Recommendations
WP leader: Technische Universitaet Graz (TUG) - Austria


Objectives:

  • Consolidation of project results into a set of usable outputs directed towards the main stakeholders targeted by the initiative
  • Consolidation of project results directed at institutional stakeholders in the form of a white paper proposing intervention and action plans to support the establishment of operator-driven infrastructure to support INDI provision
  • Preparation of a roadmap that will take a long-term view in identifying new research and technology development areas within and beyond the domains defined by the present project, prioritizing according to forecasts of infrastructure development in the EU for the next 10-20 years.

WP6: Stakeholder Engagement, Constituency Building and Dissemination


Objectives:

  • To ensure an organic relationship between GINI-SA and the wider stakeholder community it addresses, including institutional stakeholders (at EU and national level), the research community, the industrial stakeholders (potential operators from the telecommunication and banking sector, ICT technology suppliers) and representatives of end users in the civic society
  • To increase awareness of GINI-SA activities and results, and also to ensure optimum strategic positioning of GINI-SA within the wider domain it addresses, and the continuing relevance and cross-fertilisation of GINI-SA with other leading initiatives in the domain.
  • To ensure that the GINI-SA initiative will support the eID Community during and after project finalisation, and that the main outputs will be representative of the views within that wider constituency with a view to benefiting its long-term goals.

WP7: Project Management
WP leader: International Organisation for Knowledge Economy and Enterprise Development (IKED) - Sweden


Objectives:

The goal of the project management will be to ensure that the objectives of the project, as outlined in the proposal, will be achieved within the foreseen time and budget. This requires a permanent and close contact with all partners, the Executive Board, and a sound communication with external actors in the ICT area. On this basis, the project manager will act as interface and catalyst for the project.
